The government agency made the announcement but caveated these were preliminary figures and confirmed data would be released in July 2025.
In 2024/25, 36,757 houses were completed which beat the target of 36,484.
Over this same period, construction began on 37,782 houses which beat the target of 33,095.
This was up 6% from the number of houses that began construction in 2023/24.
And land was unlocked capable of delivering 78,986 homes, up from the target of 59,956.
“Homes England is playing a crucial role in supporting the government’s Plan for Change to build 1.5 million new homes and deliver the biggest increase in social and affordable housebuilding in a generation,” said Matthew Pennycook, housing and planning minister.

“Last year I set out ambitious priorities for Homes England and I am pleased that the agency has exceeded key housebuilding targets to ramp up the delivery of new homes and place-based regeneration.
“This is alongside backing SME housebuilders and bolstering the government’s wider devolution agenda to unlock much-needed housing and growth.”
The results have been welcomed, with Terry Woodley — managing director development finance at Shawbrook — predicting the figures could bring a “renewed sense of optimism” to the industry.
“Key facets of the Planning and Infrastructure bill, like planning committees, development corporations and strategic planning elements, should reduce red tape and streamline processes, which will play a crucial role in delivering the ambitious new homes target,” added Terry.
“However, there is still a hill to climb to reach the targets set out, and the Government must prioritise planning reforms to see housebuilding activity grow over the next few years."
